Job Description

Job Responsibilities:

  1. Oversee all HR functions for programs and projects under the Community Health Directorate, ensuring alignment with organizational policies and requirements.
  2. Oversee daily operations of the HR department including areas of Recruitment, Employee Relations and Training.
  3. Oversee the compensation and benefits administration, while maintaining internal equity and compliance with approved salary structures.
  4. Recommend and implement departmental and organizational policies.
  5. Ensure compliance with labor laws, organizational HR policies, and donor regulations in all HR practices.
  6. Provide guidance on selection and placement of employees; screen and interview candidates for different positions.
  7. Collaborate closely with program, operations, and finance teams to align HR planning with programmatic needs.
  8. Maintain accurate HR data and provide timely reports and analysis to senior management for decision-making.
  9. Address challenges of staff recruitment, retention, and engagement in remote and underserved areas.
  10. Build and strengthen local talent pipelines to ensure sustainable staffing for community health sites.
  11. Determine budgetary impact of salary actions and assist management with salary budget planning and staffing requirements.
  12. Compile and prepare a variety of reports and analyses reflecting various personnel and/or payroll data.
  13. Recommend various personnel actions including, but not limited to, hiring, performance appraisal, disciplinary actions, and vacations schedules.
  14. Establish and track HR metrics that reflect a fact-based comprehensive method for valuing the contributions of staff.
