Job Description

Key Responsibilities

1. Programs Implementation

  • Lead the technical implementation of the program.
  • Coordinate with all project stakeholders, ensuring compliance with contractual agreements, including those with government authorities.
  • Monitor program progress and ensure adherence to standard procedures and technical standards (with support from the Donor Country Office and advisors).
  • Assess community needs and identify programmatic opportunities in collaboration with relevant specialists.
  • Promote disability-inclusive development, diversity, and organizational values.
  • Support implementation of the approved project plan.

 

2. Monitoring & Evaluation

  • Support and strengthen monitoring systems across program activities.
  • Ensure each partner receives at least two technical M&E visits annually.
  • Provide oversight on program progress to ensure timely corrective actions.
  • Ensure the monitoring log is updated and shared with relevant program heads to track project progress on agreed indicators.

 

3. Team Management

  • Manage and coordinate the Programs Team/Department.
  • Guide and supervise team members, ensuring timely delivery of tasks (call-ups, approvals, fund re-designations, savings utilization, etc.).
  • Identify and resolve implementation challenges, escalating critical issues when needed.

4. Budget Management

  • Serve as the primary contact for partners on all budget-related issues.
  • Collaborate with the Finance Department to track program expenses in line with approved budget lines.

 

5. Stakeholder Support & Coordination

  • Strengthen communication and coordination between stakeholders and implementing partners.
  • Ensure regular project visits, partner dialogue, and coordination meetings.
  • Support the Head of Department during the budget application process.

6. Project Reporting

  • Implement agreed strategies and monitor progress regularly.
  • Ensure submit high-quality, timely narrative and financial reports.
  • Review donor reports and advise the Head of Department accordingly.
  • Contribute to monthly, quarterly, and annual reporting of the Country Office.
  • Prepare Terms of Reference (ToRs), participate in project visits/meetings, and generate documentation as required.
  • Report any suspected fraud or mismanagement immediately to the line manager.

 

7. Capacity Building

  • Assess team capacities and identify development needs.
  • Support learning and capacity-building initiatives, particularly related to budget cycle management.
  • Strengthen the implementation capacities of project staff and partners, including finance and administration.

 

8. Designated Funding Management

  • Ensure program support aligns with donor standards and funding agency requirements.
  • Review agreements for compliance with established policies and procedures.
  • Monitor utilization of donor funds and ensure timely reporting.

 

     9. Strategic Responsibilities

 

  • Represent the organization in relevant forums, networks, and coordination platforms.
  • Participate in program planning processes and support the development of annual and multi-year plans.
  • Contribute to project proposal development and conceptualization of new ideas.

 

   10. Additional Responsibilities

  • Perform additional tasks as instructed by the line manager and Country Office, including:
  • Conducting research, information collation, and database development.
  • Supporting operational requirements related to the position.
