Education
Master's degree in Human Resource Management, or a related field (MBA/MPA/MHRM).Certification in HR (e.g., SHRM, CIPD, CHRP, or equivalent) is an advantage.
Job Description
The Deputy Manager, Human Resources will be responsible for supervising and controlling the following aspects of people management at the campus level:
- HR OPERATIONS AND COMPLIANCE Support the Head of HR in developing and executing the hospital's HR strategy and annual HR plan.
- Leading and managing the HR team at campus level, ensuring it is qualified, well-trained, and capable of meeting the job requirement.
- Train, guide, and supervise HR team under span of control, delegate tasks, monitor performance, and provide guidance to ensure consistent service delivery.
RECRUITMENT, STAFFING AND BUDGETING
- Contribute to workforce planning, budgeting, and forecasting in collaboration with department heads.
- Ensure effective onboarding and retention strategies to maintain a stable workforce.
- Plan and manage the recruitment process, from job posting to onboarding for all clinical and non-clinical roles.
- Coordinate with department heads to forecast staffing needs and develop workforce plans.
- Ensure fair and transparent selection processes aligned with IHHN’s equal opportunity employer philosophy.
EMPLOYEE RELATIONS AND EMPLOYEE ENGAGEMENT
- Act as the primary contact for employee concerns, grievances, and disciplinary matters
- Manage employee relations, grievance handling, disciplinary procedures, and exit management as per approved policies and protocols.
- Support all standing committees as required by the law are formulated and functional in campuses.
LEARNING & DEVELOPMENT E.
- Lead the learning & development activities; oversee the training delivery of staff training programs and take initiatives.
- Conduct training needs assessment and oversee the execution of the annual training plan and monthly learning bulletin.
- Coordinate capacity-building programs in collaboration with the management and external trainers.
- Evaluate the effectiveness of training and its impact on employee performance.
COMPENSATION & BENEFITS ADMINISTRATION
- Administer payroll, benefits administration, and allowances in collaboration regional secretariat with finance.
- Ensure equitable salary structures and market competitiveness as directed by the regional secretariat
- Ensure timely payroll processing, benefits administration, and employee welfare programs.
- Participate in compensation reviews and benchmarking exercises with the regional secretariat.
- Maintain confidentiality and accuracy in HR data and payroll management.
PERFORMANCE MANAGEMENT
- Implement and monitor performance appraisal systems and ensure fairness, transparency, and consistency.
- Support line managers and HoD's in setting KPIs and evaluating employee performance.
- Link performance outcomes with training and career development plans.
- Plan and implement employee engagement and recognition programs.
- Identify employee performance gaps and recommend development actions.
