Job Description

OB SUMMARY:

This position is responsible to design, implementation, coordination, and oversight of all Monitoring, Evaluation, Accountability, and Learning (MEAL) activities under the IPSAR project. The role ensures alignment with project goals, donor requirements, and global humanitarian standards to enhance program effectiveness and accountability

TASKS & ACCOUNTABILITIES:

  • Develop and update the MEAL plan, indicator tracking sheets, action trackers, and reporting tools in alignment with project outcomes and outputs.
  • Lead the implementation of process and performance monitoring across all components: SRH, MHPSS, IPC, and MNCH.
  • Supervise and support district MEAL staff in data collection, verification, and analysis.
  • Ensure routine monitoring visits, safety audits, and facility assessments are planned and documented.
  • Establish systems for accurate data compilation from multiple field sources.
  • Conduct periodic Data Quality Audits (DQAs) and ensure validation of reported results from districts.
  • Consolidate and prepare monthly, quarterly, and donor-specific MEAL reports.
  • Ensure timely analysis and sharing of findings with program, finance, and donor teams to support evidence-based decision-making.
  • Strengthen and oversee client feedback and complaint response mechanisms (FCRM) across the project.
  • Ensure safe and confidential handling of sensitive complaints, particularly related to GBV or protection violations.
  • Lead After-Action Reviews, learning sessions, and reflective meetings with district and PMU staff.
  • Document and share success stories, best practices, and lessons learned to improve project implementation.
  • Ensure MEAL activities comply with donor (IRC), IHHN, CHS, and SPHERE standards.
  • Guide field teams in applying ethical data collection, gender-disaggregated reporting, and protection-sensitive monitoring.
  • Train and mentor district MEAL officers and program staff on MEAL tools, reporting protocols, and data-driven programming.
  • Any other task assigned by the supervisor.
