Experience

The candidate should have a minimum of 8–10 years of experience in MNCH and health systems, with a proven track record of leading large-scale health assessments or research studies. They must possess strong expertise in mixed-methods research, encompassing both quantitative and qualitative approaches, and have direct experience working with district health systems in Pakistan, particularly in Sindh. Additionally, specialized experience in maternal health, referral systems, or broader health system strengthening is highly preferred.

Key Responsibilities


Assessment Design: The incumbent will develop a comprehensive assessment methodology aligned with MNCH system strengthening objectives, including the design of all quantitative and qualitative tools such as facility assessment checklists, household survey questionnaires, and FGD/KII guides. The design will ensure alignment with key MNCH indicators, existing referral systems, and requirements for potential digital pregnancy tracking mechanisms.

 

Team Recruitment and Management: He/She will be responsible for recruiting and managing a competent field team, including enumerators, supervisors, and qualitative researchers. The team composition will be gender-sensitive and contextually appropriate, and the consultant will oversee their performance throughout the assignment to ensure quality and efficiency.

 

Training and Orientation: He/She will conduct comprehensive training sessions for all data collection teams, covering the use of tools, ethical considerations, MNCH concepts, and data collection protocols, including digital data collection methods where applicable, to ensure standardized and high-quality data collection.

 

Field Implementation: He/She will lead and supervise all field activities, ensuring smooth execution of the assessment across all components. This will include close coordination with District Health Authorities, facility management, and community stakeholders to facilitate access, maintain timelines, and address any operational challenges.

 

Data Quality Assurance: He/She will establish and implement robust data quality assurance mechanisms, including regular spot checks, field supervision, and data validation processes, to ensure completeness, accuracy, and reliability of the collected data.

 

Data Analysis: He/She will lead both quantitative and qualitative data analysis, triangulating findings from different data sources to generate a comprehensive understanding of the MNCH system. This will include identification of key gaps, bottlenecks, and opportunities for system strengthening.

 

Reporting and Recommendations: He/She will develop a detailed assessment report presenting facility-level findings, community insights, referral system gaps, C-section trends, and digital readiness. The report will include clear, actionable recommendations to inform the development of a Model THQ, strengthen referral systems, guide digital pregnancy registry implementation, and enhance community engagement strategies.

 

Stakeholder Engagement and Dissemination: He/She will present key findings to IHHN management as well as district and provincial stakeholders, facilitate discussions on implementation pathways, and incorporate feedback from all relevant stakeholders to finalize the assessment report to the satisfaction of IHHN.
